Citizen Charter
Based on the 73rd Amendment to the Constitution, the Panchayat Raj Act of 1994 and subsequently the three-tier Panchayat system came into existence in Kerala. Grama Sabhas under the Panchayat Raj Act became the cornerstones of democracy.
A Citizen's Charter is an official document that clearly states the services available to citizens from a government institution or department, the timeframe for obtaining them, procedures, and details of officials.
Key Objectives and Features:
- Transparency and Accountability: Ensures transparency and accountability in governance and service delivery.
- Information on Services: Clearly specifies all available services, required documents to be submitted, prescribed fees, and time limits.
- Grievance Redressal: Contains details of authorities to be approached and procedures to follow in case services are not provided in a timely manner.
- Legal Provision: Under Section 272A of the Kerala Panchayat Raj Act, Grama Panchayats are legally mandated to publish a Citizen's Charter.
